The Return of Trickle Down Nuisance Abatement?

City Council is giving the Detroit Land Bank Authority the power to sue the owners of blighted properties. The public/private entity hopes to expedite Mayor Duggan's effort to deal with abandoned homes. However, it looks like they're emulating Wayne County's defunct Nuisance Abatement program, rather than the city's which is still on the books. This is important, because in contrast to the more cumbersome but democratic Detroit nuisance abatement ordinance, which allows normal citizens to move into, fix up, and eventually own abandoned property, the Wayne County NA model is quicker, cleaner, and much more authoritarian. While in principle the WC model can work, this is shaping up to be a giant handout to the heavily-subsidized corporate types who already view the city as a cash cow.
